The Consulting Services Roster is an architectural, engineering, and professional services roster, following the statute Chapter 39.80 RCW, that the District uses to search for eligible consultants and solicit bids for consultant services.
Annually, Skagit PUD requests Statements of Qualifications from consulting firms possessing the required experience and resources needed for any/all of the following areas:
a. Engineering Design/Construction Management for Water System Infrastructure, including hydraulic modeling, permit acquisition, telemetry, corrosion control and LUD management.
b. Engineering Design/Construction Management for Drinking Water Quality and Potable Water Treatment System Improvements
c. Engineering Design/Construction Management and/or Business Planning for SCADA and Telecommunications Infrastructure, including fiber optics.
d. Architecture related to facility and office design.
e. Hydro-geological analysis and studies for well development.
f. Electrical engineering studies for transmission, distribution, or generation, including planning and/or evaluation of project power supply and potential generation with micro turbines.
g. Geotechnical Investigation, Analysis and Evaluation required for various District projects (including experience related to watershed/hydrologic analysis).
h. Aquatic Resources Consultation for Wetland Assessment and/or other Services.
i. Wetland Reconnaissance and Delineation.
j. Archaeological and Cultural Resource Investigation and Management Services required for various District projects.
k. Silviculture management, assessment and planning services focused on maintaining consistent hydrologic flow regimes to support raw water collection.
l. Cross-disciplinary watershed management and planning services integrating timber harvest practices, fish and wildlife habitat management, selective silviculture management targeted on riparian and/or other “critical area” applications; as well as “outcome-based” watershed management established on a predictable flow and volume of raw water to support a public water utility
Interested parties can an apply for placement on Skagit PUD’s Consulting Services Roster by providing a Statements of Qualifications (SOQs) for each specific area. SOQs for each specific area must be submitted under separate cover, not exceed 10 pages each, and clearly demonstrate the ability of the respondent firm(s) in the following Significant Evaluation Factors:
1. Specialized experience of the firm(s) in the area under consideration.
2. Professional capacity to accomplish the contemplated work within required time limits.
3. Professional qualifications of the staff to be assigned to a project.
4. Innovative design/analysis capability.
5. Adequacy and qualifications of subcontractors and consultants.
6. Excellence in past performance.
7. Quality Control program.
8. Cost control methods and effectiveness.
9. Proximity to Skagit County.
10. Construction inspection record (as applicable).
