Consulting Services Roster

The Consulting Services Roster is an architectural, engineering, and professional services roster, following the statute Chapter 39.80 RCW, that the District uses to search for eligible consultants and solicit bids for consultant services.

Areas of Expertise

Annually, Skagit PUD requests Statements of Qualifications from consulting firms possessing the required experience and resources needed for any/all of the following areas:

 

  • Engineering Design/Construction Management for Water System Infrastructure, including hydraulic modeling, permit acquisition, telemetry, and corrosion control.

  • Engineering Design/Construction Management for Drinking Water Quality and Potable Water Treatment System Improvements

  • Engineering Design/Construction Management and/or Business Planning for SCADA and Telecommunications Infrastructure, including fiber optics.

  • Architecture related to facility and office design.

  • Surveying services.

  • Hydro-geological analysis and studies for well development.

  • Electrical engineering studies for transmission, distribution, or generation, including planning and/or evaluation of project power supply and potential generation with micro turbines.

  • Geotechnical Investigation, Analysis and Evaluation required for various District projects (including experience related to watershed/hydrologic analysis).

  • Archaeological and Cultural Resource Investigation and Management Services required for various District projects.

 

Applying

Statements of Qualifications must clearly demonstrate the ability of the respondent firm(s) in the following Significant Evaluation Factors:

1. Specialized experience of the firm(s) in the area under consideration.

2. Professional capacity to accomplish the contemplated work within required time limits.

3. Professional qualifications of the staff to be assigned to a project.

4. Innovative design/analysis capability.

5. Adequacy and qualifications of subcontractors and consultants.

6. Excellence in past performance.

7. Quality Control program.

8. Cost control methods and effectiveness.

9. Proximity to Skagit County.

10. Construction inspection record (as applicable).

Firms desiring consideration must submit three (3) copies of Statement of Qualifications for each area by 5 p.m. on February 20, 2012, to:

Skagit PUD reserves the right to award separate project(s) to separate firm(s) based on experience and to select directly from the Statements of Qualifications and proceed directly to scope and contract negotiations with the most qualified firm(s).
