A Water System Plan (WSP) is required under WAC 246-290 and is overseen by the Washington Department of Health (DOH). An expanding community system, such as Skagit PUD, is required to submit a WSP (on a six-year schedule) for review and approval.

The purpose of a WSP is to demonstrate the system’s operational, technical, managerial and financial capability, and demonstrate how the system will address present and future needs, per the requirements of the 1996 amendments to the federal Safe Drinking Water Act (SDWA). Further, the WSP establishes eligibility for funding pursuant to the Drinking Water State Revolving Fund.
