The 2024 Water System Plan (WSP) outlines Skagit PUD’s strategies for meeting current and projected water demands by delivering high‐quality water services. This strategy is achieved through the cost effective operation of the Judy water system, preventative maintenance, and reasonable facility upgrades and replacements.

While the primary focus of the 2024 WSP is the upcoming decade, it also offers a long‐term perspective extending to 2046. The plan was developed following regulatory guidelines from the Washington Administrative Code and the planning framework established by the Washington State Department of Health. It also aligns with the Water Use Efficiency Rule of the Growth Management Act and local land use plans.

The plan highlights critical data, analysis, and implementation actions. Subsequent chapters provide a detailed analysis, identify deficiencies, and propose corrective actions.

The plan also includes adjustments to the Judy water system’s retail water service area. These adjustments reflect the transfer of a satellite water system to the city of Anacortes and facilitate water service in two areas adjacent to the existing retail service area.

A draft of the Water System Plan 2024 was sent to the Department of Health, the Department of Ecology, and local planning agencies for consistency review. Once the overall review period is complete, staff will compile comments and begin the final approval process with the Commission and DOH.
